In Matthew 17 when Jesus said this one comes out only by prayer and fasting he was putting the ownus on both the disciples and the boy.
In that moment Jesus used sovereign deliverance only because it was not an ability the disciples had because they did not have the power of the Holy Spirit indewlling them, neither did the boy.
